WBO Press Release
April 2 2025
The course promoted by the Washington Brazil Office and the Behner Stiefel Center for Brazilian Studies at San Diego State University on the functioning of the Inter-American Human Rights System begins this Friday, April 4.
The inaugural lecture will be given by José Luis Caballero Ochoa, the president of the Inter-American Commission on Human Rights, on “The Origins of the Inter-American Human Rights System.” The course is given virtually and free of charge once a week, over eight meetings, always on Fridays, except on holidays.
The second lecture will be given by Paulo Abrão, executive director of the WBO and former executive secretary of the Inter-American Commission on Human Rights (2016-20), on the theme “Institutions of the Inter-American Human Rights System: The Inter-American Commission on Human Rights”.
The remaining six classes will be taught by experts in various aspects of the system, such as analyses of individual cases and petitions, friendly settlements, retraining orders, and requests for provisional measures before the Court, in addition to the study of monitoring mandates; promotion and technical cooperation; case law; legal standards; and social, economic, cultural and environmental rights.
“We want to increase Brazilian civil society’s knowledge and ability to advocate on this system, which is so important in the Americas,” said Abrão. “We have assembled a competent group of professors, including rapporteurs from the Commission, who will provide a comprehensive overview of the history, operation, and ways to access and interact with the system.”
